INTRODUCTION

The funding Policy of the TVO has been in a process of refinement since the first meeting of the Board of Directors held in February 1992. In order to ensure meaningful impact of its funding, while framing the policy, and in the course of its revision, the Board of Directors has also kept in mind the fact that the financial resources of the TVO are not large enough to extend unlimited support in every sector of social and economic activity, everywhere in Pakistan. Consequently, TVO’s funding is available only for some specified sectors.

According to the TVO funding policy finalized in 91st TVO Board of Directors meeting held on 23rd July 2005, following areas of activity by the NGOs are approved for funding:

  1. Primary Education (Formal)
  2. Primary Healthcare
  3. Safe Drinking Water
  4. Poverty Alleviation
  5. Rehabilitation of the Disabled and
  6. Capacity Building of NGOs


FUNDING FOR NGO PROJECTS

Primary Education (PE):

Formal education is school education and its purpose is to prepare children to acquire skills and knowledge. Therefore, it is highly structured i.e., it has definite sequence (grade I, II, III, 1V and V) and place (School). TVO supports formal primary education with emphasis on female education.

Primary Healthcare (PHC):

TVO's support in the field of health is restricted to Primary Healthcare (PHC) activities. The scope of PHC activities includes the following:

  1. Treatment of common diseases and injuries
  2. Provision of basic sanitation facilities
  3. Mother and child healthcare
  4. Provision of reproductive healthcare
  5. Immunization against infectious diseases
  6. Prevention and control of epidemic diseases
  7. Health education
  8. Training of TBAs and CHWs

Safe Drinking Water (SDW):

TVO also supports safe drinking water supply projects in marginalised communities through:

  1. Hand pumps
  2. Ponds
  3. Wells
  4. Natural springs
  5. Rain harvesting
  6. Tube wells

Poverty Alleviation (PA):

Poverty alleviation through income generation in any community plays a pivotal role in improving the quality of life. In fact it is the most important step to be taken for the good of a community. In this connection, the TVO provide support only for the following:

  • Micro-enterprises
    Such projects may include any activity leading to the creation of employment and generation of income including small-enterprises established by NGOs. A list of some of cottage Industries is annexed (Annex 1) for the guidance of the NGOs.

  • Vocational training
    This includes all vocational and skills training programmes that would enable a person to earn his/her livelihood. Furthermore, the vocational training projects will include, where required, literacy programmes as well, so that the trainees get education too. A list of vocations, to illustrate the scope and possibilities, is also annexed (Annex II) for the guidance of the NGOs interested in vocational training. However, the enclosed list is indicative and not exhaustive.

  • Physical Infrastructure (PI): TVO funding is also available for physical infrastructure projects i.e.,
    1. construction of small dams,
    2. small bridges,
    3. installation of tube wells, and
    4. extension and repair of karezes.

Rehabilitation of the Disabled (RD):

Disabled persons are an equally important part of our society and in order to help them use their potential, TVO supports projects for rehabilitation of the disabled through:

  1. cure/correction of their impairment
  2. education, and
  3. vocational training.

The projects may include the following incentives for the vocational trainees:

  1. Loan to the trainees to establish their businesses or vocations, after successful completion of the training.
  2. Stipend of Rs 250 to 500 per month to the trainees of special skills such as skills in traditional handicrafts.

Capacity Building of NGOs (CBN):

Capacity building of NGOs through Human Resource Development has been one of the primary objectives of the TVO. In order to achieve this objective the Resource Centre (TVO) arranges and manages various trainings in different sectors for its partners in development. In this regard funds are earmarked in the annual budget of the TVO, regularly.

NGOs ELIGIBLE FOR SUPPORT

The NGOs, in order to qualify for TVO support, are required to be registered under any of the relevant laws i.e.,

  1. The Societies Registration Act, 1860
  2. The Trusts Act, 1882
  3. The Cooperative Societies Act, 1925
  4. The Voluntary Social Welfare Agencies Act, 1961
  5. The Companies Ordinance 1984.

The Board, in its 46th meeting, held in February 1999, decided to relax the condition of registration in the case of NGOs located in Federally Administered Tribal Areas (FATA). However, the NGOs should:

  1. Be development oriented
  2. Have community participation
  3. Have proper documented system of record keeping
  4. Be able to demonstrate that the resources provided to it by other donors or support agencies (if any) have been used properly, and be willing to subject itself to appraisal by the TVO.

The Board in its 58th meeting held on 12th April 2000, relaxed the condition of registration for small funding in respect of small NGOs based in backward and remote areas, however the funding ceiling for such NGOs/CBOs will not exceed Rs.300,000. It must be noticed that the NGOs from FATA are exempted from the said funding limit. Additionally, these NGOs should fulfil following conditions:

  1. Have been in existence for at least one year prior to applying for funding.
  2. Be development oriented;
  3. Have community participation;
  4. Have a properly documented system of record keeping;
  5. Be willing to subject itself to appraisal by the TVO.

The Board in its 62nd meeting held on November 18, 2000 decided that in order to ensure participatory development, the TVO funding shall be available only to community based NGOs i.e., the NGOs that are formed by the members of a community and are working for the same community. However, an exception may be made if:

  • The project activities are such that a CBO cannot undertake e.g., Rehabilitation of the Disabled, Health Services through Mobile Units, Field Camps and Vocational Trainings.

  • The project activities are community based and the community of the project area is well represented on the General and Executive Bodies of the NGO, even though the NGO’s office is located outside the area of its geographical focus.

NGOs NOT ELIGIBLE FOR SUPPORT

NGOs falling under following categories are not eligible for TVO support:

  1. NGOs doing charity work only.
  2. Quasi-government or umbrella organizations.
  3. NGOs implementing projects within the Municipal limits of Islamabad or the Municipalities and Cantonments of Karachi, Hyderabad, Larkana, Mirpur Khas, Sukkur, Nawabshah, Lahore, Bahawalpur, Multan, Rawalpindi, Faisalabad, Gujranwala, Sialkot, Sargodha, Jhang, Shaikhupura, Okara, Sahiwal, Dera Ghazi Khan, Peshawar, Mardan and Quetta.
  4. NGOs with: a) a Director of TVO BoD or his/her spouse, parents, children, siblings b) an employee of TVO as its member.
  5. Family Trusts.

OTHER MATTERS RELATING TO FUNDING

  1. The TVO ceiling for funding will be Rs 1,000,000 (one million rupees) for one project.
  2. The NGO/community contribution should not be less than 25%.
  3. The project period should not be more than three years.
  4. No NGO shall be funded for more than two projects (This is also applicable to the NGOs that have been already supported by TVO).
  5. For the second time funding evaluation of the previous project shall be carried out prior to its presentation before the Board.
  6. TVO will not support any project(s) for which the NGO has received or is likely to receive funding from any other source.
  7. TVO will not support the cost of vehicle(s).
  8. TVO will not provide funds for POL and maintenance of vehicle(s).
  9. TVO will not support ultra sound machine(s) for MCH centre(s).
  10. The following shall not count in calculating the NGO/community contribution:
    - existing assets of the NGO that may not be used for the TVO funded project
    - assets acquired through funding by any donor agency including TVO
    - income generated through the service(s) provision.

  11. Assets other than those mentioned above shall be treated as contribution by the NGO or the community to the extent of their annual rented value for each year of the project period.
  12. TVO may support cost of the construction of a building, if the land is in the name of the NGO.
  13. Reasonable female representation in the general and executive bodies of the NGOs applying for support for the project(s) of MCH centre(s) is mandatory.
  14. TVO shall not support any health centre(s) that may be established in rented building(s).
  15. Funding for health centres may be made available only for the strengthening of the existing health centres.
